Quit Finale, and try trashing the Preferences file. When you launch Finale again, it will build a fresh Preferences file. Chances are that you will get the Playback Controls back.

This looks like a font problem. You should check that the fonts are correctly installed. As part of the trouble-shooting, investigate whether the fonts will display correctly in other programs.
