As far as I know, there isn't a setting for that kind of "optical" spacing in Finale.
Actually, according to the rule (End Notes Only), the beams slope based on the first and last beamed notes. So, it does what it is supposed to.

I can't make out exactly what you mean in your last two sentences, but it sounds like you have two (or more) different text blocks with title text inserts for pages 1-19 and 20-end.
