Did you reinstall the Garritan sounds? IIRC, that’s a separate install. (Although I don’t use them, so I’ve never installed them.)
No problem here, either. I just entered the hits one at a time, using Option-G to turn the standard notes into grace notes, as I went along. I also used the L key to flip stems in the second measur...

You would put the bass note in layer 2. Please read and watch the tutorials about layers. They are a basic part of Finale.
