You can change them to real whole rests, and hide them.
Michael, It sounds like you are doing it correctly. You might try restarting the computer, and see if it helps. Is this a new file, or an old one? Does the chord tool not work in any file?

Is this in all files, or just one? What's the source of the file?
In that case, I would still try a new staff.
I've had strange things happen if I change instruments, and change back. Does the glock play throughout the piece? If it does, I would try adding a new, glock staff, and copy the line into it.
2014 is not supported on 10.13. Can you open the files from within Finale 25?
David, Both of these work for me (to my ear, at least!). Are you sure you're using the Arpeggio from the Articulation palette, and not the glissando from the Smart Shapes?
