How about using a PDF file as your final document. Print your score and your title page as PDF file, then in the PDF program, put the pages in the correct order.
Instead of using Scoremerger, have you tried using "insert a blank page" at the beginning of your score? You can find that option in the page Layout menu.
If this staff is defined as a percussion staff, have you tried using "Transpose Percussion Notes" from the Utilities menu?
Can you post a screen shot of the measure in question?
You can assign a different tempo marking to every beat if you want. That would give you control over the tempo rather than leaving it up to HP.

What about simply increasing the top page margin on these pages. Would that give you what you need?
