Finale 27.3 is compatible with MacOS 13.1. Ventura. I suggest downloading the 27 demo and seeing if you still have this issue.
2014.5 is not supported in Windows 11. I do not know if it can be made to work or not. Fortunately there is upgrade path to 27 if it won't. https://www.finalemusic.com/products/finale/whats-new/
