Select the source region. Edit -> Edit Filter. Click on None, then on the Notes and Rests checkbox. Copy and paste to the second document. After you are finished, set the Filter back to All.

MakeMusic has informed that Finale 27 is not 100 % compatible with Sonoma. Version 27.4 should fix that, and it is supposed to arrive soon. Your problem may have to be added to the list, hopefully ...

I tested JWChange -> Chords -> Resize, and it works fine. Make sure you are in the Selection tool. Select the measure and launch JW Change.
You could try to change the monitor definition to see more on the screen.
