Yes it is. No further suggestion besides the reason Finale fails to load is a conflict somewhere with something on your machine. I just relied the problems I have seen with Finale in the past.
You may be able to, and I would try this first is, stop the print spooler until Finale loads. You can restart it afterward.
I have used it several times and it seems to have worked well. Your choice, I just offered a solution.
You can select the entire document and run it once. Rest position can be set to zero or whatever adjustment you want.
J W Change will put the rest where ever you want them. It comes with Finale 27.3 (on Windows anyway)
George let us see the file. I am sure we can sort it for you. One question, though, are other sound using programs playing back with no static?
Whenever you see unknown issues you should trash preference as the least disruptive action first off. Quite often that will fix it.
