If you had a shortcut to make a barline solid, wouldn't you have to use the mouse to choose the barline in question? I am not sure I see the advantage to having a keyboard shortcut for this.

IIRC the CTRL+SHIFT combo added to B, I , and U accomplishes what you want in Finale.
I suggest you start by looking in your MIDI/Audio > Device Setup... > MIDI Setup... to see if your synth driver is included in the pull-down menu.
