Not sure about PM 2010, but in PM 2014 I just checked "Simple Entry Rest Pallet" in the Windows menu, and the pallet pops up every time I open PM.
Is the "Allow hiding when empty" checkbox (top left of Staff Attributes) unchecked by any chance. You could also try using a Staff Style to hide the measures if the automatic hiding doesn't work.
