What do you mean by "load"? You can attach an audio file to a Finale project in recent versions of the program, but you cannot import it and expect notation to appear.
The number of beats between your rit and a tempo will affect how much slowing you experience. I have not found that the number of times you use the combination affects tempo.

Some 64-bit plug-ins have been available for Windows, but these new ones are for Mac users. Apparently the Windows plug-ins were updated today too.
