What's wrong with using File > Export >MIDI file and following the instructions? (You don't say which version of Finale you are using, so I am assuming it is a recent version of full Finale.)
Have you tried choosing the grand staff and then using the Implode routine (in the Utilities Menu) to implode it into a separate (single) staff?

I'm guessing it is Sierra, since I am not having this problem on my Mac copy of Finale v25.
I recommend you repeat this request using the "Submit a request" link above. That should get the attention of MakeMusic Sales more rapidly.
Can you supply an image of what you mean? (I find using ALT-PrtScn (the Print Screen function button) and pasting the result into Paint lets me crop and create example screen shots pretty easily.)
I almost always use layers rather than voices, and that makes individual adjustments easier for me.
