You have chosen the measure with the Selection Tool rather than simply being in the measure via another tool, I expect. I admit, I am stumped why what you are doing is not working as you expect.
As you alluded to in your original post, the up-arrow/down-arrow commands move measures to the former or next system, not to the next page, unless each page shows only a single system.

Possibly, but it is also possible that Dorico's very active user base, and Dorico's very responsive development team were responsible.
