I have found a rather clumsy workaround: if I change the time signature to 5/4 I can enter all the notes and then change it back to 4/4 without triggering an error. But this should not be necessary.
I am very relieved that I was able to recover most of the work!
I am experiencing the same error, also with Finale 25 and Windows 10, and on a file on which I did a lot of work yesterday. I am going to try and rescue it with the backup file now.
