You can be sure that your version of Finale will NOT run on a newer OS. The only thing I can suggest is that you try a new user account on your computer.

If you double-click on a note to select it, you can move it up or down with the arrow keys.

Try clearing the MIDI data, via the Clear Selected Items dialogue.

I suspect you have Automatic Music Spacing turned on, in the Preferences. Once the notes are in, turn it off. Then, you can make your spacing edits without the problems.
