when I enter one 'dotted quarter' rest in one staff and then try to copy it to the next staff, I get ' quarter and eighth' rests instead.
Why does the rest not copy exactly as I'd like???

Because Finale is Retranscribing the rhythm.

 

To avoid this, go to

MIDI/Audio menu > Quantization Settings > More Settings

and select the option

“Allow Dotted Rests in Compound Meters”

 

By The Way:

When “Allow Dotted Rests in Compound Meters” is selected, you can also copy a dotted quarter note without getting {quarter note + eighth note} instead.

Yes, this worked for me, I checked both boxes, simple and compound meter. Is there a way to make this the default for all my new projects?

If you are starting from a template, you can set it up that way. I suspect you can do it in document styles, as well.
