Running Mac 10.15.7, Finale 26.3.1.643. Finale is not seeing any MIDI input. Computer sees the device and I can get an "out" signal, but not "in". Have ruled out everything else, (cables, interface, Finale settings, device setup, etc.), still nothing. Finale is well-known for having terrible MIDI (which is shameful) but now I can't get it to work at all.

I have never found this to be true. Since you have assured us that you have ruled out everything, I hope something pops up. Presumably you have tried restarting the computer and verified that the MIDI out on your keyboard is plugged into the MIDI In on the computer interface and vice versa.
Not an unusual report. So far, it’s been 100% something the user did incorrectly. Here’s the last guy:
