Just installed Finale 25 on my Windows 10 Toshiba Satellite. Error Code 7.
Why does this never work out of the box?

I saw this issue occasionally when I was on Finale 2014 and V25; but since I upgraded to 26, it's every time I close Finale. This error usually happens after a Windows system or Finale upgrade. In my case, I believe the key factor causing my issue may be from using an external audio device, which hasn't had driver updates in almost ten years. (I should look into upgrading this device.)
Current System: Windows 10, 4 cores, 16G RAM, Finale 26, external USB device (TASCAM US-144) runs midi/XLR/direct line in, and audio out to Rokit speakers.
I have read through countless Make Music forums and articles about this; most said go to Device Settings and ReWire. I noticed that, Reset ReWire was grayed out and never available. I can tell you right now, for myself, it was not about a microphone or Sample rates. It was about upgrades and compatible software and drivers.
The issue happens when the audio driver does not load properly when Finale starts. It wants to load the onboard sound card; but I am using an external device. I tired several ways to reset the sound device in Windows, unplug and plug in; and then make Finale ReWire to the device. The only way that worked every time is spelled out below.
One additional note, it would be nice if a switch was added the Finale Device Setup dialog box to make a device configuration the default setting; so it doesn't reset to the onboard every time I start Finale.
Words of advice, keep your hardware as current as your system and application software. Apply firmware to hardware as they become available.
If the original TASCAM US-144, the last supported Win OS was Vista (for the Mac, it was OS 10.7, I think). There was a firmware update for WIN in 2008. Now that Gibson owns the brand, there's no chance that more recent drivers will appear.

It might be time for a new interface. Just sayin'...
With the glut of new Fast USB 2 interfaces that have hit the market since October 2019, it's a buyer's market. All of these are using the same DAC that gets the latency to nearly undetectable. I'm using the Mackie ProFx6v3 and MOTU M4 but there are many others out there. You want one of the recent ones—they all are 192k/24 and have a Mix or Blend control between Input/Output. Some use USB-C cables but that's just a port—all are USB 2 and a USB-C to USB-A cable is usually included. Fast USB 2 is one of the marketing phrases. With the exception of the M4, all are USB 2 stereo in/out.
With PreSonus & Steinberg, you want USB-C, Mackie it's v3, Scarlett 3rd Gen etc. There are lower prices on the older, discontinued models but that doesn't make them bargains—especially with Windows where Core Audio doesn't exist—you need driver support and updates when necessary.
Tascam? Who said anything about Tascam? I've got a brand new refurbished Windows 10 machine. I installed ASIO drivers for the Behringer UM-2, for use with Reaper and PGMusic Real Band, buy in this case, the Behringer isn't even plugged into the machine. I'm just trying to run Finale, with output through the soundcard.
