Mac OS Mojave 10.14.4. Finale 25.5 (just upgraded from 24.5, but same issue)

 

I am reworking a sheet music file from several years ago.

 

I think I used a plug-in for an initial tempo marking, but can't find where to go to change it.

Most Tempo markings are expressions. In (much) older files, these may reside in the Miscellaneous category rather than in the Tempo subcategory. There is a Playback tab in the Edit Expressions screen.

 

There is also the possibility that the tempo was set via MIDI, in which case using Select All and then choosing the Clear Selected Items would let you wipe the MIDI tempo data.

My tempo markings always come doubled, and I can't delete one; I'm stuck with 2 x  [qtr note] = 92. Is this a problem carried over from a previous version?

Check the Score List for the expression category Tempo Marks.

In the Score List you can control, on which staves the tempo mark is displayed.

From your description it sounds like you need the tempo mark displaying on one specific staff only.
