Previous versions of Finale had a handy tuplet tool using ALT 9 after entering a note.  The one-phrase dialog allowed choice of any number of notes in the space of (choice of ) an eighth note, dotted eighth, quarter...etc   Finale then entered the notes and spaced them out, indicated the tuplet in the score and played back perfectly.

However my new Finale 26.1 does not allow me to enter tuplets on the last beat of the measure.  I have windows 10 and a Dell computer

It’s fine on my Mac. Have you tried restarting the computer?

This is not new.

Finale has behaved like that for many, many versions (including your previous Finale version, I guess).

 

The culprit is your tuplet entry method (which requires that you temporarily “overfill” the measure).

De-select Check for Extra Notes - and you are “back in business”.
