If you have access to Bravura (which follows the SMUFL standard, not yet supported by Finale) you would likely also have access to Bravura Text, which might serve your needs better, although you might have to use a graphics program rather than Finale to create the score.

Hopefully you're charging by the hour for this job.

Is Dorico SMUFL compliant? (Just wondering.)

SMUFL was designed to be the font standard for Dorico, but Dorico would not currently be able to reproduce the example above, at least not without extreme contortions.

At one time Finale was investigating SMUFL compliance, but I have not heard anything of that recently, so I don't count on it..

Some of the symbols you need, can be found in the font NovemberExtra.

Also, you can create your own symbols in Finale’s drawing environment, the Shape Designer.

The shapes you create, can be entered in the score as Shape Articulations, or as Shape Expressions.

Thanks everyone for the excellent advise.  I dug in a bit and wound up doing it through the special tools tool.  I would create a note delete the note head by replacing it with a blank, (or in the case of the highest pitch designation replace the notehead with a filled triangle) and then replace the stem with one I created in the shape designer.  I used a custom tuplet definition with no number or bracket for the even spacing of the 7 eighth notes and a staff style to get one staff line.   It took a little while to get the hang of it so it would look decent but once you have created one instance of the marking, its really a simple matter to get additional instances. They also become part of the shape selection window so you can use them as articulations and expressions
