Could anyone tell me if there is a utility similar to Medieval 2 or November that would enable me to use the symbols of Byzantine Chant .. the actual Eson, Kentema, Hamele, etc, .. in a Finale score. I'm familiar enough with hiding and positioning to make it work but would rather buy the glyphs than try to create them myself.
Have you looked at the new SMuFL Finale Maestro font?
Since I know nothing about Byzantine music, could you post a screenshot of the glyphs you’re looking for?

November 2 is SMuFL compliant.
Here’s more info on Renaissance and Medieval glyphs in SMuFL. I’ve not checked to see if these glyphs are in Maestro.

Medieval 2 was developed for Finale. I don’t know its SMuFL status. Perhaps Robert Pichaud can chime in or write a Scoring Notes article.
From what I can see of the music in Mike Rosen's link, Finale (or any other Western notation app) is going to be more hindrance than help.
There's no correlation of vertical position with pitch; no staff lines, no barring, no durational relationship with spacing, etc, etc.
You would be better off using a vector drawing app. I use Illustrator for Gregorian chant, because even that is sufficiently removed from Western notation (without using the Medieval plug-in, which is too expensive for my needs).

When Medieval 2 saved me a few hours on the first project I used it, every penny I spent was justified. When I bill by the hour, Time saved = $$$ earned. I’ve not tried it in 27—way too busy—but 26 is still installed and working for me.
