No, it's in the Utilities menu where its always been.

In your score, you've typed the word "Score". That's not what you should do. You need to use the "Part/Score name" insert under the text tool.

Using measure attributes, double click the measure that you want to hide the meter, from the dropdown menu in the lower left corner, choose "always hide" for the time signature.
