I don't have v25, so don't know for sure, but it's my guess that you can still beam eighths either by 2s or by 4s. Just make that selection in the beaming options.

It sounds like a Font Annotation problem. Try this. In Finale 25, go to the File Menu > New and open a Default Document. Enter a bit of music with some ties. Do you get the same result?
