That is the Resize Tool for staves instead of notes. Double-clicking and dragging the arrows should do what you want. It is accessible through Page Layout.
I forgot to mention that the update is no charge to current license holders of NP3/4. How cool is that? Finale still does a complete re-scan and verification of all plug-ins with NotePerformer 5....
