Doubtful. Most likely Finale is receiving a MIDI Controller Mssg rather than a note message from the sustain pedal.

Can you print an image/(edited screenshot) of your Score Manager (at least the part containing the Violin and Horn rows) so we can see how you set those up across the board?

There used to be a "Reset on repeats" option, but when I check this in Finale 26, it does not give the results I expect. You may want to use the "Submit a request" (at the top of this page) to call...

Instead of clicking on the measure, right-click on it and select solid. You may find it most efficient to do that after you have entered the music rather than as you go.
