You set the Fine with the Repeat Tool by choosing the text repeat for Fine. Tempi are set using expressions and configuring the BPM in the Playback Tab of the Expression Tool.
I believe there is a plug-in to help split parts, but it may be one you have to download from the JW plug-ins. Someone more knowledgeable will undoubtedly provide more information.
