Have you tried Select All (in Edit) and then Apply Music Spacing from the Utilities menu (or whatever menus give these options in PM 2011)? Update layout may be helpful as a final step.

Not true at all. You can set chords to play with any instrument, but you have to define the "Chord" voice in Score Manager to an instrument that can play the range containing the notes of the chord...

You insert the staff to the entire piece (the only option) and then either use Hide Empty Staves from the Staff menu or use a Staff Style (collapse or cutaway version, depending what you want).
