Since updating the OS to Sierra the Main tool palette is either incomplete or missing. Can anyone advise? I have read the other forums and none of the fixes are working. Thanks
Sorry that I can't help, but I've just experienced the same thing. Only 6 of my tools are showing. I hope you are aware that the "tool" menu has all the tools on the dropdown, so you are able to access the tools, it's just more of a hassle. I'm hoping that installing the new version will take care of the problem.

An update -- if I resize the tool bar, the tools are there. BUT, they don't show at all resizings -- only certain sizes of the palette show all the tools.
If I make the Main palette one tool wide, it only shows about eight tools. If I make it two tools wide, it shows 20 tools. If I make it three tools wide, it shows 27 tools.
If I make the Smart Shape palette one tool tall, it only shows two tools. If I make it two tools tall, it shows 4 tools. If I make it three tools tall, it shows 6 tools. But, if I make it two tools wide, it will go 10 tools tall and show 19 tools.
This is kind of a pain, as I like to keep the Main palette one tool wide and put it on the left, and the Smart Shape palette one tool tall and put it on the bottom. I hope there is a way to fix this in the future.
But, at least they are there.
My mistake is that he same problem with main tool palette ocurred in my iMac and Mac pro cause only a part of it appearsand the rest in grey color but my confusión comes because I have Finale 2014.5 and every time I thought Finale 25 was open it really was Finale 2014.5 so I decided to put Finale 2014.5 it in the trash and now the main paletee appears complete when opening Finale 25.

let me see if I can clear this up a bit. This is actually a known issue between Finale 2014.5 and Sierra. For more information, please check out this knowledge base article: Finale products and macOS Sierra (10.12).
In a nutshell, the best way to get the tool icons back is to click and drag the corners of the palettes to reshape to their original position. This issue does not occur in the latest version of Finale, Finale (Version 25).

1) I suppose that you by your words “pointer arrow” mean the Selection Tool, right?
You can see the Selection Tool as the “non-Tool” Tool.
From the Selection Tool you can get to the relevant tool by double-clicking an item:
double-click an expression to get to the Expression Tool,
double-click an articulation to get to the Articulation Tool,
&c.
You can get to the Selection Tool via the computer keyboard.
Try either Shift-Command-A, or the esc key (in some cases you must hit esc more than once before you get back to the Selection Tool).
2) Now to solving the problem:
a. Have you tried the usual steps? such as quitting and relauncing Finale, or rebooting the computer.
b. There is reason to suspect a corrupted Preferences file.
You can click the button “Reset All Preferences” (in Preferences).
If clicking that button does not help, quit Finale, and try removing the Preferences file.
The Preferences file is located in your user account’s Library folder.
To get there, hold down Option, and use Finder’s Go menu.
Path:
(user account)/Library/Preferences/com.makemusic.finale26.fprf
Then, launch Finale again.
